On the other hand, if you can find a Kenwood TR751A, the receiver in that 
radio buries the Icom 706 and a lot of other radios.  And, if you can find 
one with the VS1 voice synthesizer and the TU7 tone encoder, the voice 
reads the PL tones also.  Very accessible.
