Jerry, that vertical is fed with coax, any reflected power is absorbed in 
the coax and lost.  The antenna needs to be matched to the transceiver, not 
the tuner being matched to the receiver.  You might use a tuner to extend 
the usable band width of the HV6, but not to fix your 9/1 SWR situation.
