Put the new hd in as instructed and the primary partition is active.

A couple of things:

What should I do about the files/programs I copied from the old hd using
xcopy?  Western Digital tech wanted me to write zeros to the hd and
start new.  Suggestions?

I do have EZ Drive, so, my next attempt would be to use their copy
utility and try again?

Western Digital tech suggested I use this command to copy the contents
of the old hd:  from the run box type in - copy 32cdhickory.
Any comments on this approach?

If I do install a fresh Win95, is there any way to copy my existing
programs into the new Win95 or do I have to install all of the programs?
I have a number of older programs that I have come to enjoy and depend
on.  I don't think I have the original zip or exe to install from.  This
would be a nuisance, but if this is going to get it done...
