Can't say this "will" work, but it generally does.
(Most of this is from a quick look at your e-mail headers.)

Open your Microsoft Outlook Express (6.00.2900.3138)
Click on "Tools", "Options", then the "Send" tab.
In the "Mail Sending Format" section, click on the
(round)-"radio button" that says HTML.
Click on the button to the right of that that says "HTML Settings".
Change "Encode text using:" to "None", (using the drop down arrow).
(I think it says "quoted-printable" now, if you need to return to that
later for some reason.)
Clear the check box in front of "Allow 8-bit characters in headers"
Set the rest of "that page" as you wish.

Repeat with the same Radio button, but click "Plain Text Settings"
Set them similar/same as above.

Repeat with (click) the (round) Radio button that says "Plain Text",
and repeat all the steps above for the two buttons to the right of it.

By the time you are done, clicking all those buttons in almost any order
will give you the same basic looking settings.
Click "Apply", and "OK" your way out...

(You might want to print this first and follow it from "paper".)
