My experience with controlling the V7 by remote is that the radio defaults to half duplex in that mode which means 
it does not send what it hears back to you so you need to be able to receive on your HT what you are trying to cross 
band to.

To set the v7 in half--duplex cross-band mode first select the input band
and program the input frequency and any tone you want to use to access your
repeater.  Then program the output band.  Then turn off the radio and turn
it back on while holding the VHF button.  Repeat the last step to turn off
repeat mode.

For full cross-band first program the vhf frequency, then the uhf frequency.
Then press the "Control" button (the little button between the volume
controls).  Now turn off the radio and turn it back on while holding down
the vhf button.  There's also a way to control the radio in remote control
mode by using the dtmf keys on the ht to access the v7.  This is more
complicated because you need to set up a DTS code and make sure the mic
control is turned off and some other stuff I can't remember.  Anyway,
pressing the "control" key while power up will enable the remote control.
Then you need to transmit the dts code from the ht to enable RC mode.  In
this mode you can control the frequency and memories of the v7 from the HT.
Very cool feature I have used once but to complicated for my simple mind so
I haven't use this mode in a long time.

Note: if you are in a PM memory you need to make sure that auto PM store is
on, that is, when you turn the radio off and back on, it remembers the last
memory channel or vfo setting you were on.  If you are unsure if you are in
a pm memory then just press PM then VFO to get out of the PM memory.
