There was a time I was desperate for funds.  I thought what a wonderful 
thing it would be to have all that money which was taken from my social 
security disability check for Medicare for myself.  I was healthy and never 
went to the doctor anyway, so, I saw no need to pay for a service I didn't 
require, particularly as I was in such need of the money myself.  I asked 
the social security representative to do this.  He advised me what I was 
proposing was a bad idea for the same reasons you all stated.  He said, 
should I wish to be reinstated at a future time I would have to pay a great 
deal more than I was, and am paying for the privilege.  I agree it is a very 
bad law and ought to be repealed.
