If it "was" a good deal would your utility be offering it?

My water utility is offering what amounts to insurance (with a $4,000 limit)
on my water line (from the house to the street main) and against blockages
in the sewer lines (from house to street main), at a cost of $12/month for
both lines. I have never had a problem with the water line in the 23 years
I've lived here, and only remember one possible clog in the sewer downstream
of the house.
 
Anybody got any ideas about whether this is a good deal or another way to
fleece me?
