You have already found that the answer lies in how the two *different* 
OS's operate. In XP control panel/power options, you can set up various 
options. I have mine set to "shut down". Since the PS is always on 
except when you switch the actual PS off or pull the plug, I'm not sure 
what you are describing, but the foregoing might help.
