Not sure of what technique you will require but essentially you need to 
discharge the plastic bin.

Ground it? Try touching either the bin or the spoon while touching your 
faucet. Hopefully no tingle.

Possibly use a Leyden jar kind of device?

See if there is a static-free bin available from the manufacturer. Write 
them a note... you cannot be the only user w/ this problem.

Use real coffee beans and stop using black earth?
