Leland,

I've got to know the rep for Mon-Ray. They manufacture an interesting 
line of storm windows. Regardless, I know they do water testing at least 
on their own windows (seen it at a mini-IPTW in Delaware) as well as 
have a line of hurricane & explosion proof items. They are from 
Minnesota and seem like just plain decent folk. If they can't do the 
testing they might be worth talking to regardless to give you tips or a 
reference. Call me if you want more info.
