In an effort to deal with the so-called 1974 energy crisis, the government 
instituted year round Daylight saving time.  It failed miserably.  There 
were accidents involving children waiting for school buses in the dark and 
other problems which caused it to later be retracted.  I guess Congress has 
forgotten all that.
