Harvey,
They're there for people who want to read books using a more "human"
sounding voice. As I understand it, they work only in "say all" mode, so
the normal Eloquence voices are used for reading dialog boxes, etc. where
you want a faster response. I think you can choose not to install them if
you don't need or want them.
