Yes, I have tried that.
The Network and Sharing Center actually shows that there is a connection
to an "unidentified network" and the lights on the router and back panel
light up, so I think that the hardware is talking, but the software is
not. Vista insists that it is a public network.

Have you tried powering off the modem and router? Then power on modem
then router, then PC
