Do a find for rundll.exe, it should be in C:\windows, this is the actual shutdown command and must be there to shutdown. If a restart doesn't cause the shortcut to work, it may be due to OEM system.
Try this command instead C:\WINDOWS\RUNDLL32.EXE user,exitwindows

Unfortunately I have a message saying RUNDLL32 cannot be found. Why do you

You don't say what OS you are running, the procedure is different for win98
and XP.
For win98/ME
Right click a blank spot on desktop
Click [new] [shortcut]
In the command line type [C:\WINDOWS\RUNDLL32 SHELL32.DLL,SHExitWindowsEx 8]
without the brackets
Click [next] and type a name for the shortcut
Click [finish]
