Hi, Gery:

As you know, That antenna is designed to be ground mounted and I think 
that's where it works best.  It also works best with at least 4 radials an 
inch or so under the grass surface.  The wooden fence should not seriously 
impede HF signals.  If you do want to keep it mounted above ground, radials 
will improve its performance.
