A quick answer -- XP's Firewall settings.

I disable mine and can WiFi everywhere.

There are pitfalls to doing such and one should read up on how to 
effectively connect while staying protected; however, I'm giving you the 
quick-try-it-and-see answer.

Another thing that people at hotel and some restaurant WiFi spots sometimes 
neglect to do is to go to the web before your email client because 
typically, you will have to log into that provider's home page.

In your case, seeing "limited or no connectivity" doesn't apply to the 
logging into the home page since you won't get any home page.  I'm willing 
to bet on the firewall.
