The file you mention is part of Tuneup Utilities.  Try reinstalling that 
program.

Try System Restore.

If you have automatic Windows updates, possibly a recent update might have 
disabled it.

Try uninstalling any recent updates. (I don't use them myself, but I think 
they appear in Control Panel/Add/Remove Programs).

It's also possible that the registry cleaner in Tune-up Utilities has 
removed a necessary registry entry.  I've a feeling that its registry 
cleaner might be a tad over-aggressive, as it did that on mine a while 
ago.  If you've run the registry cleaner lately, see if there's a backup 
you can restore the registry from. That would be less invasive than a full 
System Restore.
