That's true for any "compatible" keyboard layout, whether it's for a 
screen reader or a word processor.  The differences reflect the 
differences in the applications.  For example, the JAWS keystroke to 
bring up the script manager is meaningless in Window-Eyes because 
there is no script manager.  The layouts will be as close as they 
can, but there will be inevitable differences.
