I have no problem with the lock key running the speech on my 706.

  That seems to be a common design method for speech on the Icom rigs, and I 
  agree with you.  However, on some rigs, the "D" key on the Millenium QSYer 
  keypads would actually operate the speech board.  I wish they had 
  implemented that feature on the '706, but I think it is enabled when you 
  use the QSYer with the '746s and the '756s.
