Ya that's what would've said too, but I would think APRS would be something
that sighted people would have more use for.  Never really heard of any

    Now, there are others who can explain this better but aprs is a system
where a radio transmits a packet beacon giving its latitude and longitude. 
This information can then be tracked on a map.
