And the Novice CW requirement used to be 5 words per minute and for General, 
you actually had to work a little and get that up to 13. Then, if you wanted 
to join the rarified atmosphere in the Extra portions of the band....

Nope. Sorry. You still need 5 WPM in the US. (Really, it isn't that
hard. It requires some effort, but it's very doable.)
