civialian vs military angle.

Brett,

The 300MHZ range you speak of is actually 225 through 400mhz.  This is
referred to as the milair band.  Its primary occupants are military
aviation
mostly using am.  There are in addition military satellite channels
using fm
and encrypted modes.
