I don't know if this will solve your problem or not, but it is worth a shot 
in the dark...

Go to your desktop, assuming that is where you have your shortcut for 
Outlook Express.  Press alt-enter after highlighting Outlook Express.

If OE is not on your desktop, go to where it is under your programs menu. 
Press the applications key and up arrow once to Properties and press enter.

In either case, tab to the combo box which says run.  Set the box to 
maximized.

Take my advice, I don't use it anyway
