Clarence beat me to the punch.  I was also going to suggest  a pvc cap.  I
think there are also  rubber caps with a ss hose clamp in the plumbing  dept
at Home Depot or others.  I guess you would do away  with the clamp  for
this application.

Besides caulk or hot glue for a snug fit you could use a few turns of
electrical tape.

Whatever you use, to improve uv  resisttance"  Krylon has a spray  paint
that adheres to  plastic and provides uv protection.   I would probably use
electrical tape to cover the cap.  A few strips across the top and  wrap
around the sides.  Scotch  Super 88 is about  three and a half bucks a roll,
but is  super heavy duty and will last forever outdoors.
