Harvey,

I haven't had any problems with that toolbar, although it sometimes 
gets a little overenthusiastic about blocking pop-up windows.  In 
fact, I like the Auto-Fill feature.  I have a feeling that your 
screen reader is lying to you.  Whenever you downarrow to an item it 
is automatically selected.  Have you actually tried to remove the toolbar?
