If the ground is a quarter wave long, it will radiate, just like an 
antenna.  This is why a quarter wave ground plane has quarter wave 
radials.  There is a trick that works, I've seen it work.  For a ground 
wire, use csome coax.  Use center conducter as the ground wire and gypass 
the shield at each end with a  .001 cap.
