the IC 2200H does this quite well.
Its a mobile rig, and I'm not sure the going price on them right now, but it
isn't high.
You could also think about buying a really inexpensive handheld scanner that
can receive those frequencies.
You can get older 100 channel scanners for next to nothing these days.
