"Turbine roof ventilator" is what my catalog (RE Michel, an HVAC supply house) calls them "Wind powered for residential and industrial use" [don't think of using them on a commercial application!]. They are rated for varying amounts of air flow based on a 4 mph wind, 10" TD (which seems to mean throat or stack diameter), and a 30' stack.

I think cause they work similar to the old gravity heating systems that
relied "passively" on hot air rising. I know that does not explain the
spinning top and that a rain shield would work jus as well AND the spinning
top draws more air on windy days but that's what I know...
