From your description, it sounds like you are referring to System Restore. I have, on a couple of occasions, run this after booting into safe mode, and it has successfully restored the computer(s). Tap the F8 key while the computer boots in order to get to the Windows startup menu. Use the cursor arrows to highlight "Safe Mode", then enter. After the computer starts in safe mode, go to "Start" -> All Programs -> Accessories -> System Tools -> System Restore. This utility will allow you to choose a dated restore point. I have heard that System Restore is not all that reliable, but when I've been compelled to use it, it has proved very useful.
