I do understand this, unfortunately it's the sign of the times, you don't
know who's trying to subscribe. Another thing that surprised me is on his
website, he lists how many recent virus attacks they have recently
accoutered, which is nice to know that people are concerned because many
people still don't know how to erase viruses (including myself).

I'm guessing that he's moderating new posts to make sure they're not
spammers. Some list owners have had problems with spammers signing
on lists and posting spam after they were approved. My guess is,
he's got the list set to pre-approve all posts, or at least the first
ones from new subscribers.
