I'm inclined to agree with Richard as far as drunk driving.  Here in Las
Vegas, called sin city for a reason, drunks kill people here, people run
lights and kill innocent folks, and they usually just get probation.
Don't get me started.   I think the key is, first, most hams are technical
and aren't as confused dealing with the technology, all you're doing most
of the time is holding a microphone.  Cell phones require most people to
look at the display, and their keys are so small, you also would have to
take a quick peak.  I can''t explain it, but somehow being on a phone
seems to be really distracting.
