Boot with the 98 disk and run FDISK at the A:\ prompt.
This should recognize the unformatted, unpartitioned disk and allow you 
to partition and format it as FAT32.
Run the XP CD next and select NTFS as the file system.
The FDISK step really shouldn't be necessary, but it should work.
