You willl have to see what happens.  Substations do not have to produce any
radio noise at all, and I would think that new equipment would be clean.
But since installation of this equipment will change the configuration of
power lines in your neighborhood, insulators that were not problematic
before may suddenly become so.  Find out ahead of time who deals with RFI
problems at your utility, and perhaps get some baseline measurements before
the new system goes on line.  You may not have anything to worry about, but
be prepared.
