The problem most likely is your USB connection. The Epson3590 may 
require a 2.0 USB connection whereas Windows 98se only supports 1.1 USB. 
In which case you will need to acquire a 2.0 USB card with its own 
drivers and then install it in your computer. Before buying make sure it 
will work with 98se and that you have an open and correct type of slot 
in which to install the card. The Epson site shows the interface as USB 2.0.

If the Epson3590 is backwards compatible with 1.1 USB, then go into 
device manager, locate the scanner, and review the properties to see if 
there are any indications of identified problems.

I would not bother with third party programs at this time. Most of them 
do a free scan and then offer to sell their product to fix whatever they 
found wrong. I question their legitimacy.
