I don't own a ts480, but i have noticed that the TS-2000 exhibits much the
same thing as you mentioned with signals sounding about 2 S units louder
then what the meter is indicating.
The ts570 seems to have a very accurate meter and will only give an S0 if
the station truely is an S0.
I find many of my DX contacts are S0 according to the TS2000, and when i
compare signal reports with another ham very close to me using a similar
antenna and a ts570, he usually shows around S2 to s4 on those same
stations.
My opinion on this one is that kenwood has decided to calibrate their newer
radios a little lean for some reason.
I think the standard is to calibrate for 100MV as an S9 signal
strength...but they may be calibrating a little bit higher on that one.
