i think it will increase somewhat yes.  I know there are many many people
who have been waiting for this particular announcement and are ready and
willing to get on the air.
It probably won't be a big increase right away, but in the next couple of
years i guarantee there will be a fairly substantial increase in HF
operators popping up.   Especially if the US follows the rest of the western
world and drops the cw requirement which i think is more then likely in the
next year or so.
