Still a lot of possibilities, but I'd start by getting the power supply
tested. Be sure the tech checks that all the cards and cables are in
tight and removes any dirt and dust while he's in there. Even better, if
it's possible, look into getting a new machine with Windows XP.
It would be easy to spend over $100.00 fixing this, and  Dell has
complete, much faster systems for $299.00. If you can keep the machine
running long enough, it's relatively to transfer the data to a new computer.
