It seems reasonable to assume that there are more dull knives than  properly
sharpened ones, and given that dull knives are generally considered to  be
more dangerous than sharp ones, it therefore seems reasonable to assume  that
more people are cut by dull knives than by sharp ones.

I don't think this theory works for Captain Kangaroo Safety Scissors,
however.  But they may pinch more fingers than sharp scissors cut.
