It also is reflective of an uncaring incompetent FCC who relegated amateur 
radio to policing itself.  There was a time not so long ago when people such 
as this offender would have had their equipment confiscated on the spot. 
But because of the FCC's misplaced priorities in all communications 
services, he can go a long time violating rule after rule without paying the 
price for it.  Sure he may have been fined at long last, but he should have 
been fined and removed from the airwaves much earlier.
