and how fast was the lousiana national guard deployed?
they should have been called up before the storm hit.
the storm was approching for 5 days. the governor is
in charge of that. the governor is in charge of
ordering evacuation. it is against the law to order
federal troops into a state without an request from
... you guessed it, the governor. in the end bush had
to call her and asked to send in the troops. also it
was bush that called the governor and suggest that she
order evacuations. this possibility has been known for
years and the plans were asbyssmal. much of the money
that should have been put into strengthen those
leveies has been skimmed off for slush funds. the
mayor was certainly not a "rudy" instead of taking
charge, he flies apart in public. he should have had a
proclamation before the storm hit that looters would
be shot dead so some people would not have thought
they needed to stay behind to pritect their homes.
there was many poor left who could not evacuated while
school busses sit idle. the damn mayer should have
used those busses to get some of those out without
cars.
telling people to go to the dome and convention center
was part of "the plan." why was no food and water
stored there as part of "the plan?"
  the mayor was slow, the governor was slow, FEMA was
slow, bush was slow.
  there is plenty of blame to go around, but, lets put
off the blame game while we still have people to
rescue.  i am sorry, you all, but, being incensed does
not save a single person.
   by the way gary the boats that were not allowed in
were voluteers in their fishing boats that were being
shot at by hoods, not military boats.  when the train
troops were finally allowed in was when things started
to be brought under control.
  i think there is plenty wrong with the picture.
