Great 'spin' on this by Blair tonight: Accepts WMD did not exist but that
Saddam had "plans" to restart them.

The truth is the inspectors found evidence of "idle" programs - well, we all
knew that!! - and certainly he may have restarted those if he wanted to, but
they found no plans he intended to. In fact evidence points that his strategy
was to do whatever was required to get sanctions lifted.
