Mark, I believe it is a level meter similar to one used in a studio to 
measure the volume level of an outgoing signal to make sure it isn't over 
modulating.

For example, if you were recording something, and you wanted to make sure 
that the input level was not too high, this VU meter would let you know how 
high it is.
