Step is F 1 second, then function button 4 (same as power setting)
That is: F1s HiLo
Then change steps with tuning dial - F again to save.
You'll need to select 6.25 khz or 12.5 khz (I think)

From the manual I found at ICanWorkThisThing.com:
#14.9 Changing Frequency Step Size

Choosing the correct step size is essential in order to selector exact
receive
frequency using the tuning control or Mic [up down]. The default step size
on
the v.h.f band is 5 khz (U.S.A./ Canada) or 12.5 khz (Europe/ general).The
default on the u.h.f band is 25 khz no matter which market version.

1 Select the desired band.

2 Hold F for 1 second, then press step

3 Turn the tuning control, or press mic up or down, to select the desired
step
size.

4 Press off to complete the setting.

Changing between step sizes may result in a change of the displayed
frequency. For example, assume 144-995 mhzis displayed with a 5 khz step
size selected, changing to a 12.5 khz step size alters the displayed
frequency.

Detailed explanation table omitted.

Subject: tmv 7 a question

I have to use the tuner to program frequencies since my mike broke. The mike
is ok but the keypad is shot. Here's my question. How do you change the
steps for the frequency entry in vfo? With the keypad it was easy. Just type
it in directly. That's important for out of band frequencies like 4625625
FRS channel 1. It's pretty much not useful in North America other than FRS,
gmrs, and some taxi frequencies on vhf. The European repeaters are
different. You have to add an additional 5 to the frequency entry. So you
have to change to steps in which the radio will move. Out of the box as a
default it's programmed for six digit entry and in order to change it you
use the keypad. So does anyone know how to change that manually. There's
also this vhf frequency I want to tune. It's 1373955. The way I have it set
it goes to 137390 and doesn't recognise that entry as I keep turning the
dial and pressing the kc switch. Incidentally that's a pager frequency which
for some stupid reason operates there. It's the channel for a company here
called beeper people.
