Well, it also depends on the guy on the receiving end.  If I'm recdeiving 
you at s 1 and you drop your signal 6 db, I'll probably lose you.  If, on 
the other hand, you're s 9 and you drop an s unit, probably no big deal. 
Something in the regulations about only using the power necessary...  My 
line noise here runs s 7 or 8, so often an s unit makes the difference 
whether or not we can cary on a q s o.
