Hi Tom.

Are you using an internal auto-tuner on the radio that is reading low?  If
so, I've seen this type of behavior before.  I am not sure whether it is a
case of the meter being at the wrong impedance, so readings aren't accurate
(remember these meters are only accurate at 50 ohms) or it is a case of the
rig is rolling back when the auto tuner is switched in.  I've seen this
behavior a little bit on my Icom IC706.

Anyway, I was cleaning up old messages, and spotted this one, and it
suddenly struck me that I wonder if a tuner is being used, and which side
of the tuner the meter is on.
