Well, a ground and a ground plane are two different things.  The pipe
is a good DC ground and will help your antenna and station.  ground
plane refers to a resonant ground.  The hot side of your antenna is
only half of the equation.  The negative or ground side is the other
half.  So to get the most efficiency in an antenna system, both the
positive and negative sides need to be resonant.  Will your vertical
work?  Put it up and operate, that is the only way to dependably get
your answer.  Seeing your emergency plans, sounds like a few solar
panels would be a good idea to.
