Donald,

Assuming that your USB ports were working before the following might help; 
most of the time I have had a problem with USBs after reinstalling  system, 
it has been that I have needed to also install the XP service packs. They 
origional XP did not have the best USB drivers.  If after doing that they 
have given me problems, I have just installed a USB PCI add-on card, (they 
come with a driver disk) some times they have come back to life.
