I am just wondering whether the vendor acknowledged any defect in any of the returned components?

perhaps you should check if there is any loose contacts in the front panel power switch connections to the motherboard. when you turn the power on do you hear a single " beep" ? does the beep sound come everytime you power up till one of the "intermittent occassion" when it suddenly posts?

I am sorry i am not clear about this point. could it be that<<< if I restart,>>>

means "restart" from the "shut down" window options(?) and the problem is less evident when you shutdown in the normal way and power up again.
