Yes, Microsoft has a utility that was designed originally for Windows 95
but should work on most newer versions of Windows as well. It is the
keyboard remap utility and is part of Microsoft's Kernel Toys package.
This little program should do what you are looking for.

Hi All,
Can anyone tell me if there is a way in which the number pad on a
keyboard can be changed so that for example; the number 7 can become a
"1" number 8 can become "2" number 9 can become "3" and so on much like
the layout of a telephone keypad.
This is important for me to find out as blind clients require this kind
of keypad layout in their workplace with a new system, any help would be
much appreciated.
