Jacob K. Javits Fellowship Program (Federal Register: August 1,

Purpose of Program: The purpose of the Jacob K. Javits (JKJ)
Fellowship Program is to award fellowships to eligible students of
superior ability, selected on the basis of demonstrated
achievement, financial need, & exceptional promise, to undertake
graduate study in selected fields in the arts, humanities, & social
sciences leading to a doctoral degree or to a master's degree in
those fields in which the master's degree is the terminal highest
degree awarded in the selected field of study at accredited
institutions of higher education. The selected fields in the arts
are: creative writing, music performance, music theory, music
composition, music literature, studio arts (including photography),
television, film, cinematography, theater arts, playwriting,
screenwriting, acting, & dance. The selected fields in the
humanities are: art history (including architectural history),
archeology, area studies, classics, comparative literature, English
language & literature, folklore, folk life, foreign languages &
literature, history, linguistics, philosophy, religion, excluding
study of religious vocation, speech, rhetoric, & debate. The
selected fields in the social sciences are: anthropology,
communications & media, economics, ethnic & cultural studies,
geography, political science, psychology (excluding clinical
psychology), public policy & public administration, & sociology
(excluding the master's & doctoral degrees in social work).
Eligible Applicants: Individuals who at the time of
application: (1) Have not completed their first full year of study
for a doctoral degree or a master's degree in those fields in which
the master's degree is the terminal highest degree awarded in the
selected field of study, or (2) will be entering a doctoral degree
program or a master's degree program in those fields in which the
master's degree is the terminal highest degree awarded in the
selected field of study in academic year 2004-2005; (3) are
eligible to receive grant, loan, or work assistance pursuant to
section 484 of the Higher Education Act, as amended; & (4) intend
to pursue a doctoral or master's degree in fields selected by the
JKJ Fellowship Board at accredited U.S. institutions of higher
education. An individual must be a citizen or national of the
United States, a permanent resident of the United States, in the
United States for other than a temporary purpose & intending to
become a permanent resident, or a citizen of any one of the Freely
Associated States.
Applications Available: August 11, 2003.
Deadline for Transmittal of Applications: October 3, 2003 for
the JKJ Fellowship Program. January 31, 2004 for the Free
Application for Federal Student Aid (FAFSA).
Estimated Available Funds: $738,000.

Purpose of Program: This program provides technical assistance &
information that (1) support States & local entities in building
capacity to improve early intervention, educational, & transitional
services & results for children with disabilities & their families;
& (2) address goals & priorities for changing State systems that
provide early intervention, educational, & transitional services
for children with disabilities & their families.
Eligible Applicants: State educational agencies, local
educational agencies, institutions of higher education, other
public agencies, nonprofit private organizations, for-profit
organizations, outlying areas, freely associated States, & Indian
tribes or Tribal organizations.
Applications Available: July 30, 2003.
Deadline for Transmittal of Applications: August 29, 2003.
Estimated Available Funds: $1.6 million.
Maximum Awards: $1.6 million.

Alternative Financing Mechanism Program & Access to Telework Fund

Purpose of Program: This notice invites applications for two
programs: the Alternative Financing Mechanisms Program (AFP) under
title III of the Assistive Technology Act of 1998 (AT Act) that is
administered by the National Institute on Disability &
Rehabilitation Research (NIDRR) & the Access to Telework Fund
Program (Telework) under section 303(b) of the Rehabilitation Act
of 1973, as amended (Rehab Act), that is administered by the
Rehabilitation Services Administration (RSA).
==> Alternative Financing Mechanism Program (84.224C)
Eligible Applicants: States that receive or have received
grants under section 101 of the AT Act are eligible for an AFP
grant. Under section 3(a)(13)(A) of the AT Act, State means each
of the several States of the United States, the District of
Columbia, the Commonwealth of Puerto Rico, the United States Virgin
Islands, Guam, American Samoa, & the Commonwealth of the Northern
Mariana Islands.
Application available: Aug. 5, 2003
Deadline for transmittal of applications: Sept. 4, 2003
Estimated range of awards: $500,000-$2,000,000
Estimated number of awards: 24

Eligible Applicants: States as defined in the AT Act &
governing bodies of American Indian tribes located on Federal &
State reservations consistent with section 7(19)(B) of the Rehab
Act are eligible for a Telework grant. Consortia of States &
American Indian tribes are also eligible for a Telework grant.

Estimated range of awards: $250,000-$1,000,000

Model Demonstration Projects: Mentoring for Transition-Age Youth
& Young Adults with Disabilities (Federal Register: August 5,
2003 [CFDA# 84.235Q])

Purpose of Program: To provide financial assistance to projects
that expand & improve the provision of rehabilitation & other
services for individuals with disabilities. These model
demonstration projects will focus on mentoring models that provide
appropriate supports for transition-age youth & young adults with
disabilities. The mentoring models developed under this program
must incorporate effective, research-based mentoring methods. The
model demonstration projects will test whether increases in
meaningful postsecondary education & quality employment outcomes
can be achieved through the use of mentors by State vocational
rehabilitation (VR) agencies.
Eligible Applicants: State VR agencies.
Applications Available: August 5, 2003.
Deadline for Transmittal of Applications: September 4, 2003.
Estimated Available Funds: $750,000.
Estimated Range of Awards: $150,000-$200,000.
Estimated Average Size of Awards: $185,000.
